I know kinda weird question.

If so is there anyway to help use a smartphone if your fingers or hands are always cold ?
 
Get a Samsung Note. You can then use the stylus for navigation at all times; also use Google Assistant to operate the phone with your voice. Use a headset/earbuds if you are in a noisy environment.
 
Wear gloves.

There are gloves designed to operate devices with capacitive screens. Nothing new, they have been around for over a decade.
 
On a more serious note, you've asked if cold fingers affect using a phone. Well if you have cold fingers and a phone, can you not figure that out for yourself?

cancelled michael: i was able to figure out the answer to my question about iPhones myself, by buying a Note and wearing gloves and a headset and using Google Assistant and a stylus 24/7.
