Hello. I am trying to recreate an HTML button that I like, and need a color picker.

I thought macOS Sierra had a utility built in?

(Would prefer using a built-in and fre tool from Apple versus downloading software from the Internet.)

Digital Color Meter. It lives in the Utilities folder and has been there for well over a decade, perhaps since the very first version of OS X.

That's what I was looking for! (Apparently I forgot what it was called.)
 
Yes. Apple does a pretty good job vetting apps distributed via their App Stores. If you are worried, you can do further research on the product and why it exists: https://annystudio.com/software/colorpicker/ . I use it at work for graphics creation and at home personally for web development without issue.

It offers more Color Code Formats, lets you store multiple colors you picked during the session, allows you to preview modifying those colors within the app (as well as hue, saturation, value or lightness), and provides a wonderful built-in color scheme generator.
 
UPDATE: I did not realize this app costs money now... I do not remember that when I got Just Color Picker in the past.
