com.apple.photos.ImageConversionService??

Having an issue where my dedicated gpu is stuck on and won't switch back to integrated. Whenever I try to manually switch back I'm told I cannot due to "com.apple.photos.ImageConversionService" ... anyone know what this is and how to disable it? I've made sure Photos is not running and even restarted the system all with no luck.

Same problem on a 15" MBP Retina mid 2012 ... very frustrating ... If I make login as a guest appears to be working properly. Also it's all the same?

I terminated the process "Photo Agent" and the system came back to work properly ...
