I saw that some people experienced this with 9.3 beta 7, but it suddenly appeared for me in the final version of iOS 9.3 (iPhone 6s).

Just wondering if anyone experiencing this knows of any way to fix the glitch without resetting the phone. I did a hard reboot, but that didn't solve the problem.

I can't imagine that it's actually doing any harm, but I'd rather get rid of it if there's an easy fix that doesn't involve resetting my iPhone.

It seems like this is the result of an app that didn't download or update correctly...though I'm not sure how to pinpoint which app is causing the issue. Everything is showing up as downloaded in the App Store...

I just noticed this tonight as well. Very bizarre. I had to do a double take while I was looking at my settings.

I did a factory reset and a clean iOS install to fix mine.

Apparently resetting location settings also fixed the problem and isn't as drastic as a full factory reset.
