iPhone Combine JPG & Mov to Live Photo [Request]

Looking for an ios app which can take same named .JPG & .MOV files via iTunes File sharing and write an Live Photo in the Camera Roll.

Will help :
* Windows users to restore live photos copied previously
* Creating custom live photos for Lockscreen.

There are few apps like
Live Wallpapers for Me or Live Wallpapers for iPhone 6s, 6s plus
which can import Live photos in the camera roll..

This makes me feel that this may be feasible
