As the topic suggests, I want to completely reinstall an app, however that doesn’t deem possible, or at least Apple makes it very difficult.

I’m trying to delete Office for example, but every time I do and reinstall, it retains information such as recently opened documents.

I’ve tried unselecting Office from iCloud backup thinking it was getting data from there, but this doesn’t seem to make a difference.
 
Not all files generated by an app will be removed upon deletion. Also, for apps that heavily rely on the internet, deleting the app doesn’t really matter that much as info is going to get downloaded as soon as you launch it again. It’s really up to dev to decide how their apps want to handle cache and other local data.

Imo the best way to uninstall an app is factory resetting the device. That should get rid of every bit of remnants,

Have you tried using the remove "recently opened document" from within the Office app? I do that each time I run Word and once they're removed they don't appear again. What other information are you trying to get rid of?

Apps such as MS Office scatter files all over your hard drive and many of them are hidden or buried so deep where they are difficult to find. The Office uninstaller leaves dozens of files behind as an example.

Don't blame that on Apple. Take it up with Microsoft or whoever the developer of the app you're trying to remove.

I haven’t, but the thing is the app still automatically has me signed in to my account. My understanding is the apps are sandboxed, so it shouldn’t be leaving things too scattered all over the place.

Office gets the info about recently opened dcs etc. from your account online. the login credentials are in the iOS/iPadOS keychain/passwords - so on login this is filled in. You can delete the login info in Settings->Passwords.
 
Add that companies create shared spaces on the device for ease of use (eg. If you have a Gmail account and the Gmail app installed and signed in, can install Google Photos or Drive and will automatically be signed into your Google account).

So, another thing that might be going on is that you would need to uninstall and reinstall all Microsoft apps to clear the shared app storage space.
