Complicated Apple ID issue

So, trying to help someone out...

Her phone is signed into her old Apple ID, which she forgot the password to... She also deleted the Apple ID a while ago, so when trying to go through "iForgot" it comes back saying that the Apple ID doesn't exist... Any advice on how to get this issue addressed?

u cannot delete Apple ID's associated with accounts. only change them...

So what do I do then? The apple id that is logged into the phone comes back as not a valid apple id when I try iforgot
