I have iCloud turned on and in the settings I ticked photos . However the photos seem to be stored on my hard drive?

how do I use iCloud for storage ?
When I go to iCloud.com all my photos are listed there

I can’t see any option in my iPhone to back up music to the cloud ?

iCloud works a little different than dropbox or other cloud storage you may be used to. It actually uploads the photos to the "cloud" and pushes it to all of your devices. You can turn on "optimize iPhone storage" which keeps a lower quality photo stored on your device.

It isn't the traditional cloud storage where you leave it in the cloud. If you delete the photo/file from your device, it will delete it from the cloud.

What are you using for music? Apple music will remember your library, but if you get a new device, you would have to download the songs again for offline listening.

I transfer music from my pc to my iPhone. I don’t subscribe to Apple Music as I have Spotify

What’s the point in iCloud if it stores on your phone too? Surely the whole point is to save space on my iPhone storage
