Can I use the Target mode on my 2009 27 in. to connect a Asus Vivo PC (windows 10)? here are the specs

and, of course you'd need to use a cable to change displayport into minidisplay port.

Note the direction of the conversion matters; it is trivial to convert displayport into hdmi. It is less trivial (and therefore more expensive) to convert hdmi into displayport.
