Connecting to the Mini

Can I connect to the mini from my Mac Air? If yes, is there any performance lag?

Can I run Windows via VMware Fusion or other from the Mac mini?
 
I connect to my Mini from other macs in the house using the built in screen sharing. When I first setup my Mini earlier this year, I tried opening some Windows VMs using Paralells over the network and they were pretty slow. I eventually moved them to an external drive connected to my main system via USB3 and they perform much better.
