Came here after finding old thread:

I have 100% same issue with 15 Pro, i try to manage offline industrial router that serve security cameras and Wi-Fi is connected perhaps 3-10 seconds then drops out. Serious issue. Android phone works like a charm when tested, even different company phones. Anyone found some hack to keep Wi-Fi force connected? If there are more affected people here please help by escalating reports to Apple too. Thanks.

I have similar, gear on a non-internet connected network and it works just fine. Join it a couple times a day when I'm at work, not many issues. I do sometimes have to toggle wifi to see the network. The network is not hidden.

Do you have a static IP set in the phone? or DHCP on the network? I've got a static set in the phone, may have used DHCP in the past, but don't remember.

try forgetting the network, you may get a "use without internet" choice. I've seen that popup at times, not sure if this will help, or when it actually popped up. Maybe once you select that once it will remember in the future?

you can also nuke all the network settings, main settings app, general -> transfer or reset iPhone -> reset -> Reset network settings. You may have to manually re-enter the passwords, even if they're in your keychain.

And if it makes sense for you, on the 15s and 16s (any phone with a USB-C port) you can use a USB-C ethernet adapter.

I use Router DHCP as it works fine when i enable internet in router when there is temporary need. Strange that iPhone cannot handle offline router DHCP and Android can.
