I'm considering purchasing a 3,1 8-core Mac Pro with 8gb ram (may upgrade later). I will also be installing an SSD in it.

My question is, how will this compare to a 4,1 quad core? Will there be a noticeable difference?

Uses are Photoshop, light video stuff, and various design/development stuff.
 
While there may not be much of a noticeable performance difference between the two, the 4,1 is a better choice simply because of its upgradeability. The 3,1 is severely limited in what you can upgrade, whereas there are far more options available to the 4,1 which can actually be turned into a 5,1 with a CPU and EFI update. Go for a 4,1 if you can find one, money better spent over a 3,1.

No you won't notice much difference but take a look at the RAM prices before you jump.
