I am at work (Wi-Fi only and data limited daily) Last few days on my iPhone with latest RC my data is slowly always draining and I’ve tried all I can think off to halt it other than turning Wi-Fi off but to no avail?? my iPad is on the latest RC and doesn’t have this problem.
Our tech team that manage the Wi-Fi have identified that it is data downloading not up. Top contributing users are in order:

Apple-services
Akamai
Apple-pay
Itunes
Icloud

I can’t see anything obvious in settings. I’ve reset network setting, hard reset and been running with low power/data mode on most of the day and still the data slowly drops before my eyes. Currently out of data until the auto reset at midnight so cannot connect phone to try anything more until I awake tomorrow

Any ideas would be greatly appreciated.
 
Check Settings > Cellular > scroll all the way to the bottom and see if “WiFi assistance” is switched ON? If so, this might explain your data loss.
 
Have you tried looking at Settings \ Privacy \ App Privacy Report? What about disabling Background App Refresh either globally or per app?
 
***Update*** Culprit looks to be Apple News??? Downloaded 1 gig yesterday of my (works 2gig allowance)

I turned off icloud sync and deleted content as prompted from my phone. I've left the icloud sync off for now. So far so good. What has it been downloading these past 4 days?? I have my + News magazines set to stream and don't read them on my phone, only ipad (which hasn't had this problem)

Never had this before now!
