Constant missed call notifications

For a while now, I would receive a missed call notification, then pretty much simultaneously after, that same number would ring. I believe it has been happening even before iOS 13. Its not like I’d miss your call and you’d call back, it’s an instant notification followed by a call from that number. Is it a network issue? A phone issue? My mom doesn’t have this issue on her phone.

There are two notifications in the pic above because I didn’t answer the call. Normally, I’d get the first missed call notification, then the phone would ring immediately after. I’ve reset the phone, upgraded the iOS, but it still happens. Anyone have any suggestions?

What does that have to do with my problem? (Not trying to sound like a dick) That setting is off btw.

I get the problem with calls that are in my contact list as well.

what that has to do with your problem is that the symptoms you mention exactly match what happens when you silence unknown callers.

Well it’s not that, the setting is off.

Today, I was scrolling through instagram, when all of a sudden, anmy dads image pops up (the one I have of him inmy contacts info), then my phone rings immediately afterwards. After I got off the phone, and got to the main screen, it said I had a missed call from him.
