Constant Quality is a mode that is being used by other programs for a long time. It means that Handbrake uses as much bitrate as it needs to keep the movie at a specified quality. That can mean that one movie has a bitrate of 3500 and another needs 6000 to achieve the same.
 
A scene with lots of movement - increases the bitrate, a scene with very little movement - decreases the bitrate.

Family Guy would therefore have a much smaller final files size that an action movie.
