How do I keep from adding deleted contacts back when I sync with iCloud

iCloud is always syncing in the background. When you delete a contact from an iPhone, iPad or a Mac, it's reflected across all your devices that have iCloud enabled.

I may not understand what you're asking, but are your contacts coming back after they've been deleted?
