I want to report the scam apps that are all over the app store, but I am having trouble contacting Apple. Email and web form failed (a human responded, but it never changed anything) and I'm running out of options. What, should I call them? Go to a local Apple Store?

You will have to keep trying. Giving them a call might help.

What 'scam' apps you talking about? The very nature of the closed appstore eco system should result in very few.

Going to an Apple retail store to tell them about "scam apps" is about as useful as going to the DMV and telling them that a reckless driver is on the road.

Technically the apps have been approved by Apple, so should not be against app store rules.
