Contacts backup issue on iCloud

Hello, can anybody help with the issue with contacts backup on iCloud?

I have 2 iPhones synced with my iCloud account. Even though I checked sync Contacts on both iPhones, there are only contacts from my older iPhone synced on iCloud

On the newer iPhone, what do you see when you go to Contacts>Groups?

There is iCloud - All checked
[doublepost=1512050039][/doublepost]The strange thing is that the newest contacts I saved on my newer iPhone are also on the older iPhone but are not on iCloud.
