Contacts not appearing when creating new emails

I use Mac Mail. Since buying my M3 (Sonoma 14.6.1) I can no longer type names of Contacts in the To/CC/BCC fields and expect Mail to fill in the email addresses that are stored in Contacts. That is, the app does not seem to find them by default the way it used to on previous iMacs.

I do NOT use iCloud. I do not access emails on my other devices (iPad, iPhone) and do not want to.

I see nothing obvious in Mail settings to permit this. I am a bit surprised that searching Contacts isn't the default.
