Contacts not listed but showing up in search

I have a bunch of contacts I've downloaded through iCloud. My problem is that some of my contacts aren't being listed on my "new" phone, but if I search for them by name, they come up.

What do you suggest I do?

Login to iCloud on browser and check the groups they are in. Also check your iCloud settings for contacts on device.

When you say "search for them" is that within Contacts or Spotlight search? What could be happening is that you do not have all the groups displaying in Contacts, while Spotlight will find the contacts, no matter the groups are selected in Contacts.
