This is my second time posting this because I have still not found out the issue. I currently have an iPhone 5 with iOS 7, and need to sync the contacts currently on my iPhone to iCloud in order to transfer to the new iPhone I have received. For whatever reason, the contacts are not being transferred. I would like to note that I have the "Contacts" option ON, as well as have gone through the following process without success:

If all of your contacts do not restore:

a) Go to Settings -> iCloud -> Contacts, and set contacts to "Off".
b) When asked about your existing contacts, select "Keep On My iPhone".
c) Exit to the home screen, then navigate back to Settings -> iCloud -> Contacts, and set contacts to "On".
d) When prompted to merge your contacts to iCloud, select "Merge".

I have heard that this has proved to work for some, so if anyone hasn't tried this yet, give it a go! As for myself, if anyone has an answer to how to sync my contacts from my iPhone to iCloud, please let me know.

I am also eager to hear any other programs or ways to back up my iPhone contacts to my Mac or PC. I would prefer to be able to use iCloud, but if that proves to somehow not be possible, simply having the numbers backed up in any way would certainly suffice.
 
A hack, but

This is VERY much a hack, but it should work:

1. Export your phone contacts to a google account (multiple apps that will do this).
2. Upgrade your phone
3. Import contacts from that google account onto your phone (note: not merely linking the google account to your phone but actually importing them so they'll be stored in iCloud)

Should work.
 
Contacts not syncing with iCloud

I had that same problem but I had multiple accounts and my contact were defaulted to a different account once I maid iCloud my default account for contacts sync'ing was okay.
