Under iOS 11, I had Siri search disabled for every app including Contacts. Despite this, I was able to search for contacts and then quickly call/message them.
Under iOS 12, this is no longer possible, EVEN IF YOU HAVE "Show App" enabled in the search settings for Contacts, they will not show up in search. For them to show up in the search at all, you have to enable Siri for the Contacts app.
Very stupid little bug....Hopefully they address it ASAP.
