Content blockers won't install on iPad 3

I installed iOS 9 final on my iPhone 6 and my iPad 3.

I purchased, downloaded, and installed 2 of the leading content blockers, and am now using Peace on the phone.

After updating the iPad, I tried to download my blocker purchases to it, but I'm told "can't be used on this device". I hadn't heard anything about this. Is this the case?
