since the new iOS siri has become "unhelpful", certainly it always had it quirks but in previous versions Siri would write out what it understood, now in v9 it just writes "continue talking, i'm listening".

Totally unhelpful particularly when you think you provided a full instruction.

It dismays me how apple sometimes makes changes with an over-inflated believe its nailed everything perfect.

I mean, with natural language recognition there is no shame in some modesty

That's not the behaviour I get with iOS 9.

Does Siri need to send the audio data up to the servers to be converted to text? Might it be that your iOS device is having some problem connecting to the Siri servers (network error or overload/failure at the server end?) and the "I'm still listening" message is Apple's way of saying in a non-technical way "Keep talking because I'm still buffering the audio locally and will transmit it up to the servers once I can establish contact"?
 
This has happened to me a few times on different devices. The most annoying part is if I'm not watching the screen to see the 'I'm listening', i end up wondering what the delay is in getting a response. After a few times I got wise to those shenanigans lol. One time I repeatedly tried to get Siri to respond to any command and got nothing. Didn't start working again until after I power cycled the phone.

agree fully, for me its systematic so its bye bye siri
