Continuity/Handoff on Public Network?

Hello

So I'm considering upgrading to the Public Beta 3 on a separate partition to try out some of the features. From my research I understand that SMS doesn't work in the beta anymore until October, but answering calls apparently does.

Since I'm at a college on a public network would this feature still work for me? I understand the devices need to be on the same WiFi but will it work with bluetooth?

Okay, I'm having problems connecting my iPhone with my mac via bluetooth though, idk if it's a bug in the 3rd Public Beta or not
