iPhone X Control center personal hotspot not in-sync with settings personal hotspot

I just recently went back to using an iPhone (got the XS), and noticed some really weird behaviours.

I have my personal hotspot turned off (in settings); but if I go to my control center, personal hotspot shows as being on and discoverable. I tried turning it off from there, but it just goes back on after I close it and reopen.

Anyone else notice this? Is this supposed to happen? Just seems odd.

Ya I think this did happened to me too. iOS 12 has been kinda buggy on this one. When they come with an update for the antennas I hope it fixes everything else...
