I have a movie that handbrake only lists as bitmap subtitles and I would love to extract and or convert these to .srt so I can toggle them on/off as soft subtitles.

A solution under OS X would be ideal but I have a windows machine also if need be.

Pretty sure I've seen this thread before but I couldn't find it when searching.

What you need is an OCR sub ripper to scan the subtitle images and convert them to text.

You don't say but I'll assume your source is a DVD with vob subs.

Windows:-
SubRip 1.50

OSX:-
d-subtitler

Either way OCR is hit and miss at the best of times so expect to spend some time cleaning up missed and incorrect characters.
