What’s a good Mac notebook that runs cool, a secondary machine so doesn’t need to be highest spec (have a desktop as my main machine)

I do web dev and want a new laptop for some casual working while sat on the couch

Want something that won’t burn my legs and won’t spin up fans every 5 mins

May have to wait for “apple silicon” to really achieve this, but out of the current crop do ANY of them run cool and quiet?

Good question. I was hoping the new MacBook Air would be the solution and it may be but I have seen quite a few reviews where the i3 and i5 are compared and heat seems to be somewhat of an issue and therefore the frequent fan spinning. One review said you cannot hear the fan but I don't know. You can certainly hear the fan on my 2013 MacBook Pro and I don't do anything onerous (video creating, editing etc.)

I’d look at the 2018/19 13” MBP. Particularly the model with the 2.4 GHz processor. I have one and it runs silent 99% of the time unless I start doing some heavy renders.
