Copy mail rules from MBP to Mac pro problem

Hi,

My MacBook pro has 10.13.6 on it, my mac pro has 10.12.6 on it.

Trying to copy the rules from my mac pro to the mbp.

I have copied the files 'rules active state.plist' and 'synced rules.plist' over to the MacBook pro, restarted mail but the rules have not copied.

Any ideas?

I did it before a few weeks ago and it was ok, going in the other direction.
