I see how to do this on the Mac app but can’t see how to copy and paste cell formatting in Numbers on the iPad. Is it possible?

It's possible for text, but it's not clear what type of formatting you're asking about. There's quite a bit to the text styles instructions, so I'd recommend reading through the Use Text Styles section in Numbers Help.

I just mean the full text/alignment/display formatting of a cell, copying that, not values.

You need to select the text in the cell you want to use as a template. You will then get a "Copy..." or "Copy Format" option (can't recall exact phrasing right now). Tap that. Then select the cell you want to copy to (might need to select the text), at which point should see a "Paste Format". Paste Format.

Yeah, it's unwieldy.

Yeah, it's unwieldy.
You have to tap on Style... before the Copy or Paste options are displayed.

What about copying the format for cell attributes like fill color and borders? I have not figured out how to do that. Cannot find any reference. Only instructions for copying format text attributes.
