iPad Pro Copying files from Files in iCloud to the iPad

I need to free up space in my iCloud account by copying it to my iPad and deleting it from iCloud. I try dragging folders from Files in iCloud to the iPad icon on the left and that doesn't work. I open a second Files window off to the side and try to drag from one window in iCloud to the iPad in the other window and for some reason that doesn't work either. How can I do what I am trying to do?

If these files are important enough to keep, may I suggest:

• Pay for more iCloud storage
• Copy to another cloud drive service (Dropbox, OneDrive, Google Drive, etc)

I second Marty’s recommendation to simply get more iCloud storage.
