I have a G4 iMac. Assuming I get the system requirements up to snuff, what would it cost to upgrade the OS 10.2.8 to Leopard?
 
Leopard is pretty expensive atm, +100$. If you're ready to spend that, then it might be. Leopard ain't made for G4 though so it's not going to be very fast. I would get Tiger instead if you find one, it runs great on PPC Macs

Would finding a Tiger software upgrade from OS 10.2.8 be easier/less expensive or harder/more expensive than finding Leopard?

Legally yes, as finding sealed retail version of Tiger is pretty hard due its age. Leopard is still pretty easy to find on eBay but prices are high. Of course they are both easy to find from various download sites
 
Using Leopard on 1.2Ghz G4 eMac here with 1G of ram and 60GB hard drive. Have been doing so for a number of years. As has a friend.
No hit on speed over Tiger.
And you can take advantage of more up to date versions of apps etc.

My goodness. You are right. I didn't believe that, but simply googling 'Apple Mac OSX Leopard' to find the current price pulled up a site that showed a 6.65GB torrent of the Leopard retail disk being shared by no fewer than 222 seeders.

I am shocked and dismayed at this.

Agreed - I still have an old iBook G4 1.33GHz, 1GB RAM that I use for web surfing, email, office apps etc.. Recently treated it to it's final OS upgrade to Leopard, and performance is slightly improved - but having the extra software availability and things like the two-finger right click is a bonus.
