Can you country unlock or jailbreak without restoring the iPhone 4 which would update it to 7.1.2 which would make it too slow?

I have found out that it's possible to pay a 3rd party to country unlock your iPhone. Is there any other way?

Correct.
You can pay for an imei unlock and it will be unlocked for good and you wont need to restore.
No need for JB or any other hacks either.
Or you can buy a gevey sim adapter hardware unlock but I dont recomend those.

AT&T. How much does the imei unlock cost?

It could, if it works. Otherwise, paying is what you are left with.

If you're an AT&T customer it'll be easier than if you're not. If it's locked to AT&T, it's that way for a reason.
