CPU usage while playing youtube twice higher in Chrome vs Safari, is it normal?

Yes. Chrome will use a different video codec that is maybe a bit better (smaller file size or better quality), but will be decoded on the cpu.

Yes. YouTube prefers Google's VP9 codec. Safari doesn't support it, so YouTube reverts to a different codec, which is hardware accelerated on your machine. Chrome uses VP9 which is likely not hardware accelerated on your machine, or at least only hybrid accelerated.
Also your attachments don't load

Normal yes, the truth is that Chrome is ass for resource usage on macOS.

i've edited it, thanx, and temp is 55 C in safari vs 70 C in Chrome... and Chrome is loading videos much faster..., and nothing i can do with it?

If you could force Chrome not to use VP9, which I don't know if you can, it'd probably load the videos same as Safari anyway.
Chrome is indeed also just not very good with resource use.
