So I'm wanting to create an iCloud alias email. I already have one but would like another. This time when I go into Mail prefs and choose the option it sends me to the iCloud website. I don't recall having to do that last time. I've never used that website ever and the only "cloud" service I have is my iCloud email. Is this simply Apple changing the way an alias email is created?

Every time I did anything to change those email aliases I had to do it from icloud.com

Yeah probably am. I haven't made an alias in a long time.
