I am interested in creating a new iCloud email address but I don't want to create an entire new iCloud/AppleID account. Does anyone know if that is possible?

A new iCloud email address is a new Apple ID.
You can have multiple ones (like your phone number for example).

You can add an email alias. It’s not necessary to add a whole new Apple ID to use aliases. https://support.apple.com/kb/ph2622
