Any suggestions on the best way for a non programming newbie to launch a webstore featuring a shopping cart and the ability to pay with PayPal? I would like to drag and drop because I will have lots of inventory changes as this is one of a kind hand made jewelry.

For your shopping cart issue, check out AgoraCart (agoracart.com). It's free and open source, as well as simple to use. In time you can learn to customize your site's appearance and make it look pretty impressive, but out of the (virtual) box, it looks okay. If you haven't selected a host for your website yet, I have had great experience with a few, especially my current host. I won't plug it without being asked, but post back or PM and I'll provide details.
My host also has an auto-install feature for AgoraCart so you don't have to make a special request with your hosting provider. Another cart you might like is at mals-e.com--it looks better when installed. Most online carts are going to take some work to set up, which will be a little frustrating at first, but once you get the hang of it, it's really easy to add and remove products.

I run a store using Miva (the license was given to me by the people who host my server, which saved us about $500 or so). The cheap part is the software; credit card processing and secure gateways (plus unique IPs and SSL certs) can get pricey.
If your webhosting company won't pay for the license, get OSCommerce. It's a damn good program, AND it's free and open source, both are things I support wholeheartedly.
