If I were attempting this I would first use the pen tool and use paths instead of shape layers of course, then draw out the white lines with the pen tool and stroke them to whatever brush width you would like, then i would combine all of your white lines into a single layer then duplicate it and fill in the colors of the duplicated one, and turn down the opacity to whatever suites your fancy on the layer with the colors...
 
If you are using Illustrator, you can just draw the perspective lines with a sharp angle and apply 'round edges' on each with decreasing radius from right to left... (hope this makes sense :))
