if i am given instructions on how to install something (huawei dongle) and it says "disable csrutil" do i have to subsequently reenable it at some point (it doesnt mention this in the instructions) or does it need to stay disabled or reenable automatically?

Anything that asks you to disable SIP should be carefully considered for installing in the first place.. esp coming from Huawei...

Unless the need for this is well documented by the manufacturer..
thanks!; by manufacturer do you mean apple or huawei? there doesn't seem to be any other way to do it.

DON'T disable SIP. Without it the kernel security is severely compromised. Ok for and needed for some development, but I never leave it disabled.

Don’t use that dongle. There is a big risk. If you are after 4G connection just use your phone hotspot.
