I'm hoping to buy a Mac Mini 2018 model and i'm looking at CTO models on eBay, as I would need to upgrade RAM and potentially add an external SSD and Apple charge a lot for RAM. My question is whether buying a CTO Mac effects the Apple warranty at all? I'm in Australia if that is necessary information.
 
CTO by Apple is covered normally, but everything else will not be covered as you are not getting their parts (and it is not really a CTO but an aftermarket upgrade). An external SSD or extra RAM will be covered by the warranty of its manufacturer.

3rd party memory might affect warranty if the problem is determined to be due to your parts and/or your opening up to swap the parts (if something is broken).
