I used to be able to customize the Finder icon in the dock by replacing the files "finder.png" and "finder@2x.png" in System/Library/Core Services/Dock/Content/Resources

After going through a lot of trouble figuring out how to hack into Catalina's locked System folder, I was finally able to replace these files on my new MacBook Pro, but for some reason the icon in the dock isn't updating. Is there something else I have to do? I moved the old png files out of the System folder entirely, so I'm not sure how it's still displaying the old icon.

you've rebooted? or force-quit the finder? also, there's probably a cached file (or a file in a container).

you might check out liteicon, an easy way to change any icon (u do need to disable SIP to change system & default app icons, then you can re-enable it).

You're right, the old icon was being cached somewhere and LiteIcon was able to clear that out. Thanks!
