custom ringtones help?!?!?!

i am currently trying to add custom ringtones to my iPhone right now, and i dont think im doing it correctly. these steps are the ones i am going by but after i restore the iPhone this image never appears http://www.hacktheiphone.com/gif/windows4.gif. anyone help with this?
