I believe you can even upload your own iTunes songs and then edit them to make ringtones for free.

This guy takes a while to explain it but in practice you can get a ringtone in iTunes within a few minutes or less with Garageband 09.

I used to use iToner way back, but the only thing you will ever need is Fission. It creates and saves an actual iPhone ringtone within iTunes itself.

Simple to use too!
