I have an mp3 (not in my Music library) that I would like to set as someone’s ringtone on my phone.
Is there a way to do this without a 3rd party app?
 
I haven't tried it but there's a way to create a custom ringtone using Garageband on your phone that can be shared with someone else. There's numerous tutorials how to do this out there. I read through a couple and it looks pretty easy. I'd put the MP3 in iCloud or on your phone so you can easily open it in GB.

Ringtones are .m4r format. You need to convert it to an .m4a AAC file on a computer, then rename the extension to .m4r, then copy it back onto your phone.
 
Do a quick youtube search. Easy to do loading, editing, and saving using GarageBand.

I jut add the .mp3 to music, select the file and convert to aac. Then show the file in finder, rename the .m4a file to .m4r

cooy The .m4r to the desktop, clean up the files in the music app. Drop the .m4r file into music then sync the ringtones to my phone. Or you can send it straight to your phone using imazing
