Custom templates in RapidWeaver

Interested in web design and WYSIWYG programs, also i would like to be able to create my own templates, is RapidWeaver the right way to go or would i have to use Dreamweaver for things like that?
an open page like this http://www.iamx.co.uk/ is what want to be able to do easily enough.
