Cut marks in In Design

I'd do it manually.
Create a new layer, call it 'Cuts and Folds' and add 0.25pt solid cut lines or dashed fold lines in a spot colour you're not using in the job.
Make sure you set the colour to overprint so it doesn't knock out any detail in your artwork too.
Your print house should be able to pull the information they need out of the file, even if you send them a composite PDF.

they're called crop marks. when you're printing or exporting as a pdf, you can find the option in the 'marks and bleeds' menu.
Crop marks are different to cut marks.
Crop marks are used to define the edge of a document when the finished print is trimmed.
Cut (and fold) marks (hence my answer to the OP) are used if the artwork you're producing needs cutting and folding - for example, to create a cutter template for a folder with a capacity pocket.
