It seems this problem is common with 6.1.2. I have the iphone 4 and the only app that seems to be working is Weekill. I have restored my iphone numerous times and rejail broke it and still the same issue occurs. I read i should restore my phone to factory settings without updating and jailbreak again fresh? How do i do this without itunes updating me to 6.1.3??

No problems with iOS 6.1.2 here. What problem(s) are you experiencing? There is currently no way to restore to iOS 6.1.2 since apple has stopped signing for that firmware

You are either stuck with the firmware you have right now or update to iOS 6.1.3 which cannot be jailbroken. However, since you have an iPhone 4, you can have a tethered jailbreak which I think is inconvenient since you need a computer to boot it up (haven't heard anyone mention semi tether in forever so not sure if that is dead or what)
 
Do you have a lot of JB tweaks installed?

I try to keep them to a minimum - no more than 10 JB tweaks at a time and I try to use ones that come with multiple features so I'm not bogging down my device with too many alterations.

The more you install, the more instability you'll likely see and eventually you'll have some sort of corruption that will require a restore.

And always research to make sure your tweaks are all compatible with one another before you install them.

(You probably know all this stuff. Just figured I'd throw that out there.)
