I can't manage my account either it just brings up a blank page. The weird part is though that my iPad with iOS 5.1.1 brings it up immediately. So is it really a server issue?

No, Saurik likely implemented a filtering system that discriminates based on firmware to permit certain users based on "seniority" of their device being jailbroken to continue using some full functionality of Cydia

No, but 6.1 uses a different version of Cydia. Should an actual issue exist, Saurik can push an update to both Cydia or modify the back end to resolve the issue. Though at present he has disconnected the purchasing portion of Cydia likely to alleviate traffic.
 
Ok now it stopped working on my iPad as well. It was alive for a little bit though I dunno it let me login and everything. Guess saurik shut it off or the server is being hammered.

Best bet to just wait I suppose.

well that sucks... now i know why i can't verify the stuff i purchased in the past. which pretty much means i can't do anything with this jailbreak. oh well. going to reactivate my 4s until this gets fixed.

Just hang tight for another day or so. This isn't going to last very long as a problem.
