Cydia Extender - after the fact

I had posted last week this question, but didn’t get a response. Let me ask again

I had vene our of the JB community for a few years. Recently jail broke my iPhone X with Electra on iOS 11.4 beta 3.

After x amount of restarts/resprings, Cydia and My tweaks fail to launch.

I was told I need Cydia Extender.

But seeing as how I am unable to launch Cydia - is there an option to side load it via the computer without a dev account?

Sounds like you lost your jailbreak. You’ll need to do it again. Open the Electra app. It might take hundreds of tries to get in by the way.
