iPhone Cydia Package list doesn't match when compared on 2 phones

I was trading tweaks & sources with a friend of mine yesterday and we noticed that our search results in Cydia didn't return the same results.

I have an iPhone 4s running iOS 6.1, friends phone is an iPhone 4 running iOS 6.1, both phones were jail broken using Evasi0n and have the latest updates.

We made sure all sources were the same did a refresh and still have different search results. My 4s doesn't show a lot of the packages that the 4 lists.

Neither phone has an error and we have tried searching for several things to see what kind of differences come up.

Anybody know why the package lists don't match?

One of you is in user and one is in developer mode.

Check this in tab manage left top settings.

I've actually taken my phone out of developer mode, refreshed the sources, done another search with the same results. Than put it back into developer, refresh, respring, and still same search results.
